Gpu and Cpu Usage

When i play CSGO i use 15% of my gpu and 70-80% of my cpu. Why am i not using any gpu.

But when i play Rust i use 70% of my gpu and 55% of my cpu, but its super inconsistent one moment ill be on 50% for both gpu and cpu, then to 35% gpu and 40% cpu, then the next on 0% gpu and 60% cpu then back up to %70 gpu and 55% cpu.

Specs are
GTX 1070
i7700HQ @ 2.8ghz
16gb Ram
237gb SSD

What settings are you playing at? What resolution?

Are you monitoring CPU/GPU temps?

Are you having any issues playing or with your system performance , besides your concern about the CPU and GPU oscillation?
Each game is code differently and will use the CPU and GPU depending of the tasks.

playing at 1080p for rust and 4.8 1024 x 768 stretched for counter stikre
My temps are 50-60c while playing counter strike, while playing rust they are around 80c

the main issues are frame drops in almost every game i will be running fine and then my fps will drop to around 30 for rust and 100 for CSGO

Does it happen every-time you play?

Have you tried cleaning the GPU drivers with DDU and install the latest version available for your GPU?
Make sure to run DDU in Safe Mode.
