Question GPU and PSU fan not spinning

Hi,

My PSU fan not spinning but it can power up the pc. Also my GPU fan not spinning as well but it seems power up because there is a light coming in from it.

Im using corsair RM750x and ASUS ROG GTX 1080.

Neither of them will have the fan power up until a certain thermal threshold is reached...Normal.
