Question GPU at 75-80% usage when idle ?

I have an RX 570 4gb that sits at 75-80% usage when idle, and occasionally stutters and freezes when gaming (solved by alt-tabbing). Temperatures with base fan speeds are 40-55c idle, and 70-80 when gaming. Recently, my PC started to freeze randomly and would play a loud static noise along with it, yet there's no blue or black screen and the image at the time of it freezing was still present. Not sure if there's a connection between the two but I'd like to know what's going on.
