Hey, i was just wondering if it is possible to flash a different gpu bios to a different card?
For example if i have 280x is it possible to flash it to r9 280 / hd 7950?

While it may be possible to do the actual flashing, the card would never ever work. And you may even brick it.

i have bought a used r9 280x (it says so on the sticker which is on the backplate of the card), but programs and games detect it as a hd 7950 so i was wondering if i got kinda scammed or maybe the previous owner installed other cards bios (intentionally or not) and these programs now detect it as hd 7950 / r9 280
if i got scammed it doesnt really matter because i didnt pay much and the card is in perfect condition, running cool and stable. (if i did get scammed the dude somehow found a r9 280x vapor x sapphire backplate and put it on this card 😀 (my card is also vapor x from sapphire just unsure whether its a real 280x or a hd 7950 which was suppose to come without the backplate with same vapor x cooler))

Which programs and are you using the latest releases of them?
Far as I recall the R9 280X is a rebadged HD7970 GHz card, with 2048 shaders while the HD 7950 has 1792, both use the same core 'Tahiti' GPU.
You could pop off the backplate and see what the PCB stickers say.
And no, it's not a good idea to flash the BIOS unless the card has a dual BIOS switch, in which case you should easily be able to flash back to the original BIOS.

gpu z says its hd 7900 with 1792 shaders and furmark shows it being hd 7950, amd drivers themselves say its hd 7900 series. And yes i have a dual bios with this vapor x

Then it's a 7950. Not that that would ever work, but why would he flash it with something inferior?

I figured he might have done it unintentionally, maybe he mistook it with some other bios and installed a 7950s one so thats why programs detect it as a 7950. Tomorrow i will remove the backplate and check whats under there

You can't do that unintentionally. The flashing programs won't allow you.
