Question GPU booting issue (never seen issue before)

So basically, whenever I want to turn on my PC, it doesn't show anything on the monitor (just black).
But every now and then, just randomly, it turns on (image on the monitor). And the pc continues to work normaly, until I reset or reboot it.
A few times, reseating the GPU was the thing that managed to get it working,
sometimes just draining the power worked,
but most of the time it just manages to start working on the most random boot ever.

A different GPU (RTX 3070 Ti) was working fine (no booting issues), same as this one, but only when it manages to boot properly.

CPU: i5 10400f
CPU cooler: stock
Motherboard: GIGABYTE B460M DS3H V2
Ram: 16GB
SSD/HDD: 250/1000
GPU: GIGABYTE RTX 2060 6GB
PSU: ARGUS 620W
OS: Windows 11
Monitor: Asus VG249Q

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

For the sake of relevance, you should include the make and models of all GPU's as well as other parts, used to troubleshoot your system.
