Question GPU Clock and Vram Clock stuck at max frequency

Hi, so I have a msi laptop with a gtx 1660 ti and i7-10750H. I have this problem with my gpu, every time I turn on my laptop my Gpu Clock and Vram Clock are stuck at max frequency. The only temporary solution is to disable and then enable the gpu driver from device manager and everything goes normal till I open nvidia control panel or GPU-Z and the gpu clock and vram clock are going up again or is oscillating from 0mhz to all the way. I tried reinstalling the gpu driver from device manager and it didn't help.
If any info are needed let me know.

Please if anybody can help me with this problem I would appreciate it. Thanks in advance.

Have you tried power plan in settings because there is balance and high and power saving and such.
