Gpu clock mhz stuck 8005mhz Its at max all the time...

So my asus gtx 1070 rog strix oc is stuck on 8005 mhz or stuck at max and even when im in windows and watching netflix its stucks. I have on balanced power settings. I dont know whats happening but i dont like it. Help!

Is it bad if my asus gtx 1070 rog strix OC version reach max memory clock speed at all times? Its maxed up there and almost wont ever go lower. its a oc card.

Ok but my total power can go up to 100 at times, is that bad?
