Gpu clock speed stays at 300 mhz

Hello guys and girls,
This hasn't bothered me until today but I've seen people using my gpu and getting 60-100 fps on CSGO on max settings or high settings.
I get 30-50 fps on low settings.

I used msi afterburner and while playing the game, the clock speed stays on 300mhz. Only when I start the game it goes up to 400-500 mhz, but it goes back down to 300mhz after 15 seconds.

These are my specs:

AMD Athlon X4 860K 3.7GHz Quad-Core
MSI A58M-E35 Micro ATX FM2+
G.Skill Ripjaws Series 8GB (2 x 4GB) DDR3-1600
Western Digital Caviar Blue 750GB 3.5" 7200RPM
PowerColor Radeon HD 7770 1GB
Raidmax 530W ATX12V / EPS12V
Microsoft Windows 7 Home Premium SP1 (OEM) (64-bit)

Could it be that my cpu is bottlenecking the gpu?

Some side notes:
- the gpu temp doesnt go over 45 Celsius.
- I've ran kombustor and the clock speed stays at 300mhz
- I tried overclocking it
- I enabled overdrive on CCC

The 860K should not bottleneck that card. More likely, the games you are playing aren't very graphically demanding. But if you put the card thru a stress test and nothing changes, I'd have to consider the card being defective. What does GPU-Z show when you run the render test?

If that 2nd screen shot was during the render test, and you didn't interrupt it, there is something wrong with the card. It's showing the GPU load at 95% but not staying there. Dropping off to 0%, spiking, dropping, spiking, and back up to 95% again.
It could also be a problem with the cheap Raidmax PSU. They are notorious for being problematic. You'll find Raidmax listed at the last tier here. The Not Recommended tier. The Replace ASAP tier.

In fact, I'd suspect the Raidmax PSU before the card.

The Raidmax is probably not able to maintain sufficient voltage to the +12V rail when the card gets stressed. Or the ripple gets too bad for the card's electronics to handle..

I don't know about AMD but Windows will downclock to save power so for my game I have to enable a game profile in the Nvidia Control Panel and change the option from Power Saving mode to Maximum Power then the gpu runs full speed. I don't know if that's available in the AMD driver? That is also why it would look like a PSU issue which it may very well be the case.
