GPU/CPU low voltage

At random times (especially after exiting some game), the next time I enter ANY game on my pc and the game drops down to 15 fps which makes it completely unplayable, the same goes for the pc as a whole. I noticed that when those crashes/drops happen, my GPU and CPU are staying at lowest voltage possible and not overvoltaging during gaming like they normally do. My question is, is this a bad PSU problem? My specs are

GTX970 G1 GIGABYTE GAMING
i7-4790k
asrock Z97 anniversary MOBO
16gb DDR3 1866mhz kingston
corsair CX750 (I suspect the PSU is crappy)
 
Update: I can still force the voltage on the card with KBOOST on evga precision when those crashes occur, and if i enter a game while KBOOST is on, the problem disappears. The thing is that when this (whatever it is) happens, opening a game doesn't make the GPU go up in voltage like it normally would. Maybe driver problems? Any ideas?
 
I figured out that if it was a PSU problem, it wouldn't happen at such specific times and it will be present even when i boot the PC, i am thinking software problem. I have to note that this happened after I was overclocking my gpu and several driver crashes in games (before i managed to find a stable overclock which i now have), could all the driver crashing have corrupted said drivers and causing this?
