I can't see the images at work, but are there issue happening because of this? Are the programs messing up or is it just the changes in usage that you are worried about? You can turn on performance logging and see what application is causing the CPU and memory usage to go up.

Under normal idle circumstances no, it shouldn't have spikes. As mentioned above you can turn your performance logging to see which app is causing the sudden spikes/using the GPU and CPU.

It's normal for at least the GPU to run maxed out during games. The CPU might also be under load depending of the game, so no worries there. I mean, keeping track of your whole system's temperature is kind of necessary, so you might just check it every once in a while.
