This happens when I first boot my pc and randomly even when no programs are running I just built it yesterday all new parts

I can't see the images at work, but are there issue happening because of this? Are the programs messing up or is it just the changes in usage that you are worried about? You can turn on performance logging and see what application is causing the CPU and memory usage to go up.

It automatically chose your answer as the best for some reason, basically I want to know if the gpu clock, mhz memory clock , mhz and my cpu clock mhz are supposed run at the max like that, I just don't want to blow up my card or ram or cpu

Under normal idle circumstances no, it shouldn't have spikes. As mentioned above you can turn your performance logging to see which app is causing the sudden spikes/using the GPU and CPU.

The spikes have stopped I want too know about the second picture I uploaded is it normal for it to run maxed out while playing games, the only thing I should worry about is the gpu temperature right?

It's normal for at least the GPU to run maxed out during games. The CPU might also be under load depending of the game, so no worries there. I mean, keeping track of your whole system's temperature is kind of necessary, so you might just check it every once in a while.
