hi guys
first , I should say my english language is very bad ,so sorry for that .
I will descibe my problem in two section , first without any game , and after that I will describe gaming experience ,
1)without any game : in most cases when I turn on my pc every thing is okey , but some time (maybe 5 percent )there is some sort of colored pixel(or any thing that its name) on screen
but its happens during Asus logo is on screen ,after that when windows try to load there is some wave on screen and the waves are fixed , I mean they will be there untill pc shutdown , if u turn on pc again ,above proccess happens again , but if u shutdown pc and wait for maybe 30 second , every thing will be okey again.
and u can use the pc without any problems for days ,
about colored pixel(or any thing that its name ) : when thats happen there is some number in screen
there is a lot of "3"
look at below image that I created using Microsoft paint (its not the actual colored pixel screen , but is some thing like that) :

2)in games : a lot of times every thins is okey , for example I played couple of games for hours , from battlefield 1 to forza horizion 4 ,every thing was okey.
but some time driver will crash , or maybe blue screen stuff , or maybe worse : black screen!!! and some time above colored pixel(or any thing that its name)
this problem happens less than a week , and when I decrease gpu coreclock I thing( iam not sure) it happens less than before.
very very important thing : I said this problem happens less than a week : less than a week ago I bought a new ssd , so because of installing windows, I changed something in Bios(related to boot setting) but because I forget what I changed in bios I did a reset bios , when I did that , I got black screen , and again black screen , after clear cmos (hard reset and soft(when I say soft I mean by removing cmos battery ))
There was still black screen, so I decided to take the system to the some hardware technician that can repair it ,but when that guy tried to turn on pc : I saw the colored pixel for the first time there ,so maybe its related to bios setting or corrupted Bios.
and yes I try this things :
1)removing driver using DDU,
  1. installing 3 different version of driver
  2. changing gpu slot
  3. changing ram slot
5)buying a new psu
system info :
cpu = i3 10100f
motherboard = asus 460m prime
gpu = rx 580 4gb
ram = twinmos 2666 8gb
psu = green 800 hp evo (gold) ( I bought this psu after this problem started,because firs I was suspected to psu , and I should say : its very trusted and popular psu in my country)
storage = adata xpg s11 2tb
very srry for bad english

update 1 :
some thing that I missed : gpu in full load just draw 140W , but I think it should draw more power ,
and after decreasing core clock temp always is under 70c degree .
update 2 :
i got two photo .
i did shutdown my pc , and some hand pressure on gpu(maybe its not inserted inside the slot well)
after that when i turned on pc this two things happened :
before windows load(asus logo image) :

after windows loaded :

but now, after restarting pc every thing is okey again.

Please show actual photo of artifacts screen, you're encountering. Make it with your phone camera.
From your description so far it sounds like overheating/dying graphics card.
actualy I can not do that because its just happens for 1-3 seconds(and it is very rare)
but this problem started after reset bios setting, its not related to bios ? or ram ?
before that night every thing was okey

99% probability it's a problem with your graphics card.
More specifically - GPU vram problem.
Could be caused by excessive overclock/overheating.
