Question gpu crash while installing driver

Hello everyone, lately i face a problem with my gpu gtx 970 gigabyte 3x oc there's what's hapenning:
like usual, i turn on my pc to play games everything seems good until suddenly while playing i guess resident evil 2 revil remake ( 2 hours of playing) monitor tears and pc crahes then reboot ( it doesn't turn off it just back to the loading of brand motherboard ) and every time reach the step to enter windows it crash again and this loop continue until i turn off completly pc, i thought problem on some windows files so i decided to reinstall windows and clean the driver by ddu tool but it didn't work , i reinstall windows for the second time but this time i can enter to windows , so i download the last nvidia driver and when the driver is loading the pc crash again and the problem appears again, so i thought the issue is with the driver , i clean it by ddu and i install each time an previous driver but the problem still, i don't know what can i do else , it's weird that you have a gpu that works as long as you don"t play games on it or install its driver , does the gpu die?

my pc specs:

dell optiplex 390 oem motherboard
8gb crucial 1600mhz
i7 2600
PSU/ FPS 400W
 
Installing graphics drivers initiates power plans for the card. When a card becomes faulty and crashes trying to install drivers that's usually an indication. Or it's the psu. Won't really know for sure until one or the other is swapped out.

I gifted a Gtx 780 long time ago to a friend and the card kicked the bucket not long ago, same deal trying to install drivers. He bought an Rtx 3050 and all is good.
