GPU doesn't give video signal, neither do MOBO when GPU is plugged

Hello there So, I'm trying to fix an old PC of my house. The GPU (ATI Radeon X1650 PRO Series) doesn't give video signal but neither do the MOBO (Foxconn G31MV-K) when the GPU is plugged. However, if I unplug the GPU from the MOBO I've video signal from the MOBO integrated graphics...

So, any ideas of what can be the issue? The fan of the GPU is spinning, so I assume it's working... Can be the PCI broken? How do I know? Assuming the GPU is broken / burned out, what happens if I connect it to other PCIe?

if you connect it to other pci-e slot on the board and could not have video from it gpu is out of service also mobo wont give video if there is a gpu on the board .
