Question Gpu doesn't let pc boot

Recently my psu died and i have replaced it (650w) but when i tried to turn on my computer it didn't even post. I unplugged the gpu 8 pin and left it in the pci-e slot and it everything worked except the gpu as it had no power (Tried DDU, no results), what could be the problem?

A xeon x5660 with 24gb ram and a rx 580 4gb
all on a asus rampage 2 extreme mb

I am only asking questions to clarify things, I am not asking to insult your intelligence, what happened when the psu died? Were there any problems with video before this happened?

if i seemed offended i'm sorry, english isn't my first language.
when the psu died i was playing some games and there were no video problems before that, just some decently high temps that were caused by the thermal paste.

i forgot to mention but while the psu was in delivery i changed the cards paste

No you are ok, some people get upset because they are frustrated with so many questions. Do oyu have another pc, or a friends, that you can test your gpu in to see if it works?

i do not have another pc and my friends live far away
i tested the pc with a different gpu( a older one with no additional power) and got into windows no problem

other than a sudden gpu failure is there any other probability that something else is the culprit?
