[SOLVED] GPU Drivers not installing, insights please.

Question I'm hoping someone might be able to help with.

i7-7700k
16GB DDR3 1600 (2x8)
ASUS Z270e MOBO
500GB Samsung SSD
750W Corsair Platinum
MSI Nvidia 1080TI founder's edition (EVGA 2080 Super)

So I have been issues with the 1080 ti drivers for about 3 releases so I had to roll back to April. I tried the most recent drivers and my monitors just went black mid install. So I have tried the following:

1. Tried to DDU to clean uninstall and reinstall
2. Tried to DDU and clean install rolled back drivers
3. Tried 2nd PCI slot
4. Wiped drive and reinstalled WIN
5. Monitor won't even work with GPU input, have to use MOBO
6. Tried my buddies EVGA 2080 Super, couple weeks old. Inputs work with no drivers.
7. Tried updating drivers and when my monitor flashed and made the connection sound, the screen stayed black.
8. Just through the integrated card I have had zero issues for multiple days.

I thought it was the GPU, but using the 2080 Super I'm not sure. Maybe my PSU went bad and isn't providing the voltage needed?

right click start
choose run...
type winver and press enter
Latest is 2004

I just wonder if its windows.

Have you tried running off an Ubuntu LIve USB and test if it has any problems - https://itsfoss.com/create-live-usb-of-ubuntu-in-windows/

The Win 10 ver. is 1903.

I'll give the Ubuntu Live USB boot a try and update. appreciate it.
