Question Gpu drops to 0% in game

My pc worked pretty fine a week ago while i was playing The Division ( to make the shields for the second game ).
Now it started to stutter a lot...
I have power limit on RivaTunner.
The game has a bunch of fps drops, audio lag , slow textures loading which kinda makes the fps drops etc
Last week I runned the game on ultra settings just fine, now I've placed the resolution to the lowest and the settings on low, and ive still got the fps drops.
My GPU went from 98% to 5-0%.
I've changed the power plan to 100%, I've changed the nvidia control pannel to max performance too.
In Time Spy i had a score of 3040 points.
My specs are :
i5-9300H
8GB RAM
GTX 1650 Max-Q 4GB
1TB HDD and 240 SDD

I even asked the msi support about this and they told me that everything looks normal, the GPU is at 98% and 70*C, but for how long ? 5 seconds ??!!
My drivers are up to date same for my windows (1909)
Any help ? ( ill post a picture of the HWinfos )

What the cpu/gpu temp and usage during the game?
ram/ssd/hdd usage?

The CPU temperature rise up to 70°C,but the CPU usage up to 60% , 70% sometimes, the GPU temperature rise up to 68°C.

about 7714 GB RAM

i didnt got the settings for the hdd usage but still it was at about 70% occupied and 40% of ssd so it wasnt running out of space :/
