GPU FAN 100% only when I restart my pc

Hi, recently I bought a new graphics card. It works well, but if I restart my pc gpu fans go at maximum speed and I am forced to shut down my pc. This problem doesn't occur after shutdows.
What should I do ?

Why do you need to shut it down? Even if it is loud your gpu is still benefiing from the cool air. Just leave it be and play. You probably got headphones so you'll be fine

My PC does the same thing, I've never had a problem. Leave it on untill u get into windows, does the fan speed stay high or can you hear it chill out?

it will run at fast speed about 30 sec then go back to default so leave it running my gpu does the same .
