Question GPU Fan Low Max RPM's

Hello everyone, Today my computer shut down while gaming.
after doing checks, I discovered my graphics card fan won't spin higher than around 650rpms.
Its one of those old "Leaf Blower" R9 290x cards.
Normally I could hear the fan from outside my house, but no more...

I've tried everything on the software side (afterburner, wattman) no luck.

So I'm considering a compatible aftermarket cooler. But I've also been considering an upgrade (I know it's long past time).
Do you think an Aftermarket cooler would breath life into the card, is it worth it?

A new aftermarket cooler and card is quieter and cooler than ever. But it made no sense to spend the $60. on a cooling solution, when I could've just bought another card for $100. Or put money towards a suitable upgrade.
