GPU FAN moves a bit forward and backward, not starting up.

I own an RX480 and a 600W Chieftech GPS-600a8 PSU.
One of the two fans do not start up. but moves a bit forward and backward, then it loops like this.
However, if I give it a hand-push it starts up and opperates normally. The problem occurs not every time but in 45% of the cases. What is this error?

No, not working. I think I was just lucky with Linux.
The thread from MSI site is the SAME PROBLEM as me, will travel 300kilemetres to get the card into the shop where I bought it :/
Can I try any method tomorrow except RMA?
A hand push still helps, if it means something.
 


just rma it . i think you have tried every reasonable way to rule out any hardware fault from other components and tried different software.
 


i have a powercolor gpu and that runs ok. i have heard sapphire products are fine as well as evga and xfx. my msi motherboards bios doesn't work on my current display .. because it is 720p .. freezes and doesnt allow changes. but works fine on a 1080p display. msi seems to be going downhill .
