[SOLVED] GPU Fan Not Spinning.

System Specs:
Ryzen 5 3600x
MSI B450 Gaming Plus Max
Corsair Vengeance 16gb(8x2) 3200mhz
Asus GTX 1660 Super Dual Fan Evo
Cooler Master Masterwatt 550w

I put this system together today when my graphics card arrived, everything went great and the system is running amazing.
Just one thing thats bothering me is one fan on the GPU never spins. (I realize some gpus do this when not under load)
However even under load the 2nd fan will not spin, even after going into afterburner and cranking them to 100%, the second fan still wont spin.
I've been using it all day and the card never gets above 65C, and the fans never go above 55%, and keeping at a consistent boost clock at 1905mhz while under load.
Im wondering if anyone has experience with this specific card or has any similar experience that could help out.
I dont see any degraded performance from that 2nd fan not spinning and I really dont want to have to RMA the card.

When you start the pc the fans spins for a little while, does the secound fan spin when you boot into windows?
Another thing to do is to download the latest drivers to the GPU (you have probably already done this but if you haven't done that yet i suggest doing that because it might fix the problem)
If that doesn't work it almost sounds like their is a problem with the fan itself since you manually changed the fan speed the warrenty will cover that.
