So I bought an used sapphire r9 280x dual x and one of the fans was not spinning, bought another pair of fans(different brand though, vaporx), and I plugged them in.
The same issue persisted. The fan at issue spins up for a second after the pc turns on, then it stops and never spins again. Any help?

I believe you can use a tool like MSI Afterburner to force the fan on to see if it's even taking a signal.

Otherwise, you could always go for the juryrigging approach: remove the fans and the shroud and get an expansion card fan thingy like https://www.amazon.com/Wathai-Brushless-Cooling-Graphic-cooler/dp/B07TYMJSKC/

I increased my gpu fan speed. The second fan is still not spinning. But as I said, it spun up at the beginning of the pc POST. If that mean anything.
