Question GPU Fan ramps to 100% after windows starts up

My graphics card ramps up to 100% as soon as windows reaches the lock screen. I have attempted to change the fan speed using MSI Afterburner to no avail. What's really odd about this situation is the fact that the GPU fan stays at normal speeds during bios setup and before display drivers are loaded. Could the display drivers be the issue?

System Specs:

ASUS TUF Gaming X570
ZOTAC GeForce GTX 1080 Mini
AMD Ryzen 7 3700X
2x16 GB HyperX Fury 3200MHz
Corsair RM750X PSU
Inland Premium 512GB NVMe SSD
WD10EZEX 1TB 7200RPM HDD

UPDATE: Apparently the fan has decided that it wants to start working normally again because I put the graphics card at full load. What could be causing it to start working once it reaches high load and then cools down? Firmware?

UPDATE 2: I have found out that this issue is actually occurring when the GPU is below 35 degrees, as the fans return to normal after the card goes above 35-40 degrees. At this point I don't know what the problem is....
