Question GPU fan running at very low rpm ?

I just noticed that my gpu fan is running at very low rpm is this a problem? Also i noticed that one fan is slower than the other?

The temps for your GPU seem fine. I'd still keep an eye out on the fans and take note of them if they don't ramp up(in spite of showing otherwise on HWMonitor) when you're taxing the GPU.
