Question GPU fan speed runs at 3700 rpm, I can't lower it ?

Im using Red Dragon Radeon™ RX 570 4GB GDDR5. It's been 1 month since the fan has been very noisy and I can't rpm the fan speed. i've already try DDU and it doesnt effect anything. And ofc i've already clean it and still doesnt effect anything. does anyone know about this prblem. bcs I have often searched the internet and found nothing. PLS help me

Have you tried thru Adrenalin SW to set fan speed curve manually ? At 40c to start and at 75c max RPM.

GPU temp is 30 - 40c but the fan runs at max speed.
