GPU fan stopped spinning! Help

One of my cables were touching the GPU fan so it made alot of noise, i tried to move the cabel out of the way but it was hard so i manually stopped the fan by pressing my finger against the center-point, well it worked but the fan won't start spinning again, i've tried changing the fan speeds, shifting between manual and automatic fan control, rebooting and manually spinning the fan with my hands and now i'm completely helpless. My gpu is an XFX radeon HD 7950 Double Dissipation. When i turn on my PC the fan gets a push or something, but immediatly stops accelerating.
 
I had a fan die on exactly the same card. I didn't kill mine myself though, it was still working just slowly. Contact XFX, you should have a lifetime warranty on that card. Tell them which fan has quite working, they will ship one out to you. They will provide a link on the support ticket with detailed instructions on how to replace either fan.

It took a couple weeks for them to get me the fan because it came from the US and I'm in Canada.

well if the motor isnt dead then you likely killed the components that power the motors pulse regulation. if thats the problem then you will need to try and rma the card as toughs parts are on the card and separate from the motor. either way you have broken something so contacting the card manufacturer should be your next stop.
