Question GPU Fan won't stop spinning in idle!

Hi everyone,
I have RX5700 XT Pulse. I think that problem started after I updated driver to 20.10.1 version.

So, the problem is:
After I start the PC, GPU fan (only one, the other one is not spinning) starts spinning very fast. In some cases, it turns off after few minutes, but in most cases it just continues spinning forever.

There's no reason for it to spin, since I'm not doing anything and temperature is always about 30-32C.
If I try to check Fan Speed, it shows 0 RPM everytime (I tried to check this using multiple software). However, fan speed shows right values only when I'm gaming or when it should really turn on (I guess that's when the other fan starts spinning).

Really don't know how to fix this and I'll appreciate any help!

EDIT: I made a new test while I was gaming today:
So, that one fans was spinning before I started the game (it is very load by the way, I'd say above 2000 RPM, but I can't check). I was watching Fan Speed in metrics, and it was still showing 0 RPM. After playing for about 10 minutes, metrics finally started to show that Fan Speed is about 800-900 RPM. At that moment fans become quiet. I checked it, and voila - both fans started spinning, but slowly (just how it should be).
However, after I exit the game, after few seconds metrics again showed 0 RPM, one fan stopped but another one started spinning ultra fast again.. 🙁
