Question GPU Fans Doesnt work

I have Sapphire Nitro+ Radeon RX590 8Gb. Its working but the fans doesnt.. but in startup its spins and when the PC start the stop spinning.. what are the problem of this? please help..

you are describing a non usage.
So first of all get a temperature monitoring software, like GPU-z. Start a video benchmark, wait for the temperatures to rise, and wait for the fan to turn on.
If it turns on and keeps the GPU at a normal operating temp, it's working perfectly fine.

Yes.. When Im running PUBG it started to spin
