[SOLVED] GPU Fans either off or spinning at maximum rpm

Brand new GPU, Zotac RTX 3060Ti twin edge. Gpu fans are off at idle but when they start turning they spin at what seems to be their maximum speed. Also manually changing fan speed in MSI afterburner does affect RPM of gpu fans. Installed gpu in a new system and issue still persist.
What could be causing this?

Improper software?

Since on the specs page, there is literally stated:

Active Fan Control lets users have more control over the fans when using the ZOTAC GAMING FireStorm software. Adjust fan rotations independently and apply increased airflow only to where and when it's needed.

So, try with proper software instead.
