GPU Fans keep revving then slow down

My Asus GTX 780 Direct cu ii oc graphics card has been acting a little weird lately. The rpm on my gpu's fans increase for up to 2 seconds, then go back to normal. I have been testing out some overclocking, but I do not believe that's what's causing this issue as the problem occurs at stocks speeds as well. I have changed the gpu fan speed in gpu tweak from auto, to manual and lastly to user defined. All of which don't seem to have any effect in fixing the problem. My fan speed on auto is about 40% as I'm sitting at 35C at idle. Any help would be much appreciated.
 
The problem is back, this time I watched my gpu's fans while this revving is going on. The two fans don't change their rotation while this revving occurs. I'll give my gpu a couple blasts of compressed air tomorrow, seeing as how dust may be the problem. I'll report back here with the results. Another thing to note, this happens when I'm idle on the desktop as well as under load.
 
The dust shake off, if your cards do that, should only be when you start up.

The clean off might help get dust off the mobo too. If you're using Afterburner, check your fan settings. Sometimes using a custom fan profile can make the fan go crazy - if you've set a crazy profile. Or it might be a driver problem. Might need to do a clean re-install.
 
Cleaning off the small amount of dust that was on my gpu as well as re-installing my graphics drivers has had no effect. Anyone suggestions would be much appreciated, as I assume it's not the best for the fans to be going faster then slower so often.
