GPU Fans not spinning even when overheating

Lately I've been noticing that my Graphics Cards fans aren't spinning. I thought it was normal because the computer wasn't warm/hot enough to need them running. Then my PC started to lock up and the GPU wouldn't output a signal. I later found that my graphics card had been getting very hot especially during gaming and video editing (Premiere Pro). The temp sometimes got up to the 90 degrees Celsius range and the fans were still not running at all. I'm nervous and I really don't want to buy another computer/GPU :/. Any help would be appreciated

Windows 10
NVIDIA GeForce GTX 1070 Graphics 8GB GDDR5
Intel Core i5-6400 2.70GHz
1 TB HDD
8 GB RAM

First of all, as far as the warranty goes, they can't do that. It's illegal. You have to right to repair or troubleshoot anything that you own. If you screw it up though, while you are in there, THEN they can certainly void the warranty. They would have to PROVE that the failure was due to you being in there though, and financially that is not worth the fight to them when they can much more cheaply simply accept the cost of the warranty.

Ya Thanks so much. without that, I probably wouldve just shipped it to newegg, got a new one and have to put all my data back on (other than the data on my External HD). Can't thank you guys enough for the help :)
