GPU Fans Revving?

recently isntalled my gigabyte gtx 960 4GB oc edition into my computer. Its working fine i can run all my games on high settings with good fps (etc) but the fans keeps revving up and then down for some reason. The RPM of the fans shoots up from its average 1500-2000 RPM's to like 660000 RPM's. i used MSI afterburner and techpower GPU-z to check this. if anyone has any solutions on how to stop the fans from revving up and down all the time please tell me. also the fans are doing this when mc pc is idle and under no load whatsoever

Have ylou checked fan clearance on the card? Anything too close/blocking?

Yes, theres is no dust, cables ,little objects or anything like that blocking the fans

found temporary solution, used MSI afterburner and set fan speed to 42% and its solved it, hoping to find a proper solution soon though
