GPU fans running slowly

I have a Sapphire HD 7970 that is getting up to temperatures in the 80's (fairly high I'm pretty sure). I ran a benchmark today for a few minutes and the temperature got to 81. I noticed, however, that the fans were only running at 40%. I looked at the card and there doesn't seem to be any obstruction or anything. Does anyone have any ideas as to what the problem could be?

I cannot see your BIOS from here. When you are booting, you should see the computer tell you to press DEL, F2, or some other key to access the BIOS. Then in the BIOS, you would need to find Fan Profiles, or some form of fan speed control or fan temperature control. Every BIOS is different, so I can't be more specific than that.
