GPU fans stop on Boot.

So, I think it may be my PSU, but all of a sudden my GPU fan stopped working on boot up. They will spin for like 10 seconds, then it stops. PC boots up like everything is fine, I can do anything on it, except play games or download anything heavy, because it makes my PC crash.
I have reinstalled windows 10, all the drivers for MOBO....all the Drivers for GPU....I wven downloaded the EVGA precision software to boot up my fans, it worked...but still a crash as soon as I started to download.

It is an NVIDIA Gtx 970 sc 2.0
I have never had problems like this before.
I removed it, reset my MOBO by removing the battery from it, I changed my pis...etc etc. I am going to be taking it to my brothers house tomorrow to see if it boots up on his PC, but I am looking for anything helpful tonight.

Well, see that is what is crazy, because when I upgraded and first started using this GPU last year, it ALWAYS booted with fans, and always had them running idle at 20-30 when I wasn't playing, or using anything. I found a temp solution through MSI Afterburner, where I keep my card just slightly overclocked and it seems to be fine, no crashes etc.....UNLESS I am doing something else in the background E.I. downloading something, or streaming a video. I just came across another forum talking about Hard drive problems, so I am now checking that. but thank you for your response!
