Question GPU fans stopped to work after first boot

Okay guys so here's what happened. just got my new graphic card from website store and then i put the gpu on the PC, but something strange happened, at the first time booting with the gpu, gpu fan started and then all the pc got turned off, although i found this strange i tried another time, but at that time the gpu turned on, showed video, but the fans are not working anymore, even at 65 c.
Do you guys think my cpu or my power supply caused the gpu to brake the fans or something ?, The CPU it's really old, and only works with one mem stick, and the power supply are old too, but i don't know if this is causing the problem

Intel Core i5 3330 3.0 GHZ
4gb ram(because of the cpu problem)
PSU: KCAS Aerocool 600w 80 plus
Motherboard: TCN h61 1155
the gpu that i tested was a GTX 1060 6gb by Galax
the cpu is 7 years old
the motherboard are 2 months old
and the PSU is 3 years old
