GPU fans turn on but GPU not detected by Motherboard

Hey all- belated Merry Christmas to you all!
So here is my build:
CPU: Intel i5 6660K
GPU: XFX Radeon R9 390 Double Dissipation Black Edition 8GB
Motherboard: ASRock H170M Pro4
RAM: Corsair Vengeance LPX CMK8GX4M2A2133C13 8GB (2x4GB) DDR4
PSU: 500W Active PFC Power Supply

Essentially I have installed Windows 7 64bit and the onboard HDMI to my TV is working but not with my GPU, I have tried installing the drivers and stuff but here is the weird part, when I go into my System Browser on startup the PCIE1 slot is showing up as empty- not even detecting my GPU.
Also when I used the AMD detect tool to see what drivers I needed it couldn't even detect my device.
The fans are working on the GPU and everything just it doesn't seem to be being read by my PC at all- I have tried many solutions that people have posted here but alas they haven't worked :/
The only thing I haven't tried is swapping the PCIE port but I was told that it was better to use the one closest to the CPU, and I am also unsure is this bulky monstrosity can fit on the other side 😛
Any help would be swell!
Let's hope my GPU isn't faulty!
 
The 390 requires as a minimum requirement a 550W PSU, which could mean that maybe the GPU doesn't get enough power. Also make sure in BIOS you're using the 390 and not the i5's integrated one.
 
pull the 390. turn the pc off check that the 8 pin/4 pin cpu power plug is connected on the mb. with the gpu out check that your mb has the newest bios code.

make sure the mb chipset and mei drivers are installed.
in the bios under primany display adaptor if it set to auto set it to peg/pci and under muilti monitor support turn it on so both gpu will come on. on the gpu make sure all the power plugs are filled.
 


That could be it methinks- although.... When I did a PSU calc is said 500 would be all good, we shall see I guess :/
 


Took the GPU out- the CPU 8 pin is plugged into the MB.
I installed the new bios no luck there.
I have all the drivers installed from the installation disc of my MB (only had the DVD drive as a lend from a mate)
In the BIOS the PCIE port is the default and multi monitor support is on and yet the MB is still not detecting the GPU....
 
Have you connected the PCIe power connectors from the PSU to the GPU?

Check that the GPU is properly inserted into the PCIe slot.

One thing that may render CPU-connected gadgets (memory, GPU) undetected (or indeed prevent the system from posting) is if certain pins in the CPU socket (or pins in the CPU for AMD CPUs) are bent. One way to test this is to try the GPU in the other slot - if it works there, unseat the CPU and check the pins.
 


Well there is only one PCIe power connector and I had to use some molex cords to make the 8 one from the PSU- knowing my luck I have probably messed up the GPU now- but I reckon stolenn was onto it- I just don't have enough power to run this GPU- I looked ont he box and it says 750 watts, serves me right getting my mate to pick out the parts.
It is properly inserted as well I can assure you!
CPU is fine- can't test the GPU in the other slot as it doesn't fit.
If the PSU doesn't work I may have to take it to an IT store and/or mail off the part to the place I ordered it off.
