GPU fans won't start spinning until ~ 75°C

Hi, I have a sapphire r9 280x Dual-X 3Gb and the fans won't start spinning until the GPU reaches a temperature around 75°C and when the fans start spinning it gose at ~ 4000 rpm for 30 sec or 1 min and then gose idle again. It is annoying cause is bloody noisy and when I bought it a fan was constantly spinning but now neither of them are. The GPU works fine but I can't stand the noise it is so frustrating!
I tried another motherboard but it didn't change a thing.
Maybe if I open it and change the thermal pase? or i don't know...
Can you help me pls? Any sugestions? (btw my warranty expired so... I can't really send it to where i bought it)
Anything to make the dam' noise stop and the card be like before :(

No, I did not change anything... just driver updates. And I don't reallly now if my gpu supports 0db... i couldn't find anything about on the internet.
I just dowloaded sapphire trixx(the manufacuter's software) but there were no cooling profiles... i didn't even use that until now

Yes and the fans only start spinning if I manually set them at 80% or more
