Question GPU freezing at startup on new Gigabyte x670 AORUS ELITE AX ?

Bought a new Gigabyte X670 AROUS ELITE AX - REV. 1.0 motherboard
CPU: RYZEN 5 7600X
RAM: 16GB x 2 G.SKILL 6000mhz
and I'm using an EVGA 3080 XC3 ULTRA from my old build.

My computer doesn't get past start up with my gpu slotted in, but I'm able to start and log into windows fine with the iGPU and an old EVGA 1660 SUPER SC ULTRA perfectly fine. I'm also on the most recent BIOS update (F10a).

I tested my 3080 in my new build with 2 separate PSU's:
EVGA G2 850W,
CORSAIR RMX 850W 2018
but to no avail.

TheiGPU and 1660 Super worked with both PSU's.

did you connect all power plugs to the GPU and PSU?

update the intel management engine in windows

reset BIOS by jumper

Yes, I connected 2 8 pin pcie cables to my 3080 and psu

I have an amd cpu. Do I have intel management engine? How would I update it?

I reset BIOS and the issue is still here

An update on this: I never found a solution for my 3080 to work. I swapped GPUs with a friend who I sold a 6800xt with a few years ago. The 6800xt was a plug and play to my build with no issues.
