GPU Gtx 980ti downclocking at 32 Celsius?

My graphics card (Base clock 1mhz) overclocks to 1.2 Mhz when in game and underclocks to 200 mhz when idle and this can be sometimes troubling. For example, when playing less intensive games such as Garry's Mod the graphics card is barely being used and thus downclocks to about 600 mhz. This caused 20-30fps. Any way to temporarily disable this feature?
 
Solution
In the Nvidia control panel you can adjust the card to not clock down lower than its factory speed(not including boost).

Open the Nvidia control panel
Under 3d Settings select Manage 3d settings.
Select Program settings if you just want these settings for the one game(you may have to add it, auto detect is not perfect) or global for all.
Set Power Management to Prefer maximum performance instead of Adaptive(remember to apply the settings).
Restart your game if it was running and check.
