GPU hdmi ports and USB ports don't work after Motherboard replacement

So I replaced my motherboard and PSU after a surge damaged my motherboard, I got everything hooked up then I plugged it in to a wall socket to see if it would work and sure enough it did everything looked normal in the PC. So I went to hook it back up to the monitor with my gpu's hdmi port and hooked up my mouse and keyboard to the 2.0 USB ports on my chaser mk 1. I turned on the monitor and I was greeted with nothing, pc sounded and looked good but none of the ports worked. Any suggestions to what I should do?
 


How do I uninstall or reinstall the drivers if I can't see what I'm doing (I'm probably wrong because this will be my first time replacing parts) or do I just put them in and hope that that they work?
 


My motherboard is a ASUS H170 Pro Gaming and the CPU is a intel core i7-6700 the GPU is a evga GeForce GTX 980ti. My gpu only has one hdmi port and I've already tried the port on the motherboard.
 


The LGA is 1151 and it supports the CPU, it's worked before for 2 years. (Where on the mobo am I supposed to look I still have the CPU and mobo boxes)
 


Where on the mobo should I be looking, I'm sorry for my incompetence but where is it located.
 


1808 is the number I saw, the number on my previous mobo is 0224.
 


No I didn't remove the GPU. I have every driver already installed I still need to install the new mobo, but I can't do that because the computer is protected by a password and I can't use a keyboard to enter it.
 
Update: I'm still looking for a solution. I've pulled out the GPU to see if it would make a difference, but sadly it didn't, still the same result, no video output or USB, the mouse will light up for a second but shortly after will fad. Any insight is welcome even if it might seem trivial, I'm just new to this problem.
