Gpu idle at 75+C

I recently bought these items a month ago except for the gpu & psu(bought them a while ago)
so to start things off my cable management is good, I'm using a exhausts fan at the back & front(Chasis Fan) and my gpu is always at 75+C, tried adjusting fan speed to 75% & temp drop by only 6 degrees, tested my gpu from the shop where I bought it from & idle was 49C so it's obviously not the gpu's problem, tried opening the side panel of my case & put a big fan next to my pc but still doesn't work so imo airflow isn't the issue I guess (correct me if I'm wrong). What do you think is causing my gpu at this high temps on idle? Should I consider a new case or add fans even if I used a big fan next to my pc with opened side panel?
 


1. I tried running my system outside of the case and still it's at 75C so what I did is idle in the bios windows and monitor the gpu's heat by touching the heat pipes and they weren't hot as 75C imo like 40C+(imo not a hardware failure there) so I reformatted my pc to check if there were any applications causing this. Before I installed my gpu's driver the heat pipes were ok so I installed my gpu's driver and I noticed heat pipes were getting hot so do you think it's the driver causing it? I even tried installing just the display driver but it failed.

I tried returning the gpu to the shop where I bought it from & they insist to test it gpu was at 49C in idle so obviously the gpu's thermal paste is fine.
 


I'm downloading the latest whql driver from AMD now, yes there spinning perfectly and btw my temp was at 53C when I installed the driver in a disc that came with my gpu but my gpu fan duty had to be set to 95% (Using Asus gpu tweak). I'm downloading DDU/driver sweeper atm & use it before I install the whql driver. Hope this helps :bounce:
 
This is completely weird. The cooling on that 260x should be enough to keep it at lowest fans speed at around 10C more than ambient. I have a 650TI which uses the same cooler as your card, and my idles at 28-30C and under load never crosses 60C. The fans are always on the lowest.

Did you check if you have applied an unwanted over-clock? Even so, it should not be that hot. When you touch the heatpipes, are they warm or cold? If they are cold, that means the pipes don't take out heat from the GPU properly.

What are your current temps at load and at what fanspeed? What is your ambient temperature?
