I just got my MSI Armor 4GB 470 and for the first couple of weeks, it was fine. Recently, there have been issues. First, my GPU usage fluctuates like crazy (100% to 0%, rise and fall). Recently (about a week ago) the core clock will be stuck at 300mhz while the memory stays at around 1700 MHz. Also, just starting yesterday, my screen will go black for like half a second and come back. Is it a faulty GPU?

EDIT: I also want to mention that when I load Rust (a game) it crashes along with my steam. IDK if this is caused by my GPU or not, just something I thought I should mention.
Another Update: Ran a Heaven benchmark, and it said my clock was at 2000 MHz? Which isn't what I have set in MSI Afterburner, but I did get actual good frames (45 to 60). So what is the problem where it goes to 300 MHz while gaming? I did also recently reinstall drivers (about two weeks ago).
