GPU Issue, I've seen similar issues, but nothing exact.

Building first computer and the graphics card fans will spin and stop and spin and stop over and over when I power on, and nothing will display not even POST or BIOS. When I remove the graphics card I'm able to fire the computer up using the onboard graphics and have installed the os and everything. Interestingly, every time I try to install the video cards disc, it gives me a "Failure!" error. I have two six pin cables running from the PSU to the GPU. Here's my build:
Intel I5-4690
Gigabyte Z97-D3H (not m)
PowerColor R9 380 4gb
RaidMax 635W PSU

I haven't had a chance to install the gpu in a buddies computer to see if it'll work. But I'm just wondering if there's any idea on potential issues or fixes. I'm also in the process of completely resetting my computer (it's like 4 hours in and only on 10%), and I've tried resetting bios, which didn't work either.
 
Try it in the other PCi-e slot, though it's only a x4 slot and not the best for your card it will at least indicate if the first PCi-e slot is having issues and thus eliminate that. Note the following from your MB's website, referring to the second slot-
2.)
1 x PCI Express x16 slot, running at x4 (PCIEX4)
* The PCIEX4 slot shares bandwidth with all PCI Express x1 slots. All PCI Express x1 slots will become unavailable when a PCIe x4 expansion card is installed.
* When installing a x8 or above card in the PCIEX4 slot, make sure to set PCIE Slot Configuration in BIOS Setup to x4. (Refer to Chapter 2, "BIOS Setup," "Peripherals," for more information.)

Also, in your BIOS make certain under graphics that you select to use the PCi-e slot over the onboard graphics, if it doesn't do so by default.
 
Okay. Sorry it took so long to get back to the thread. I had to wait for my friend to put the gpu in to see if it's an issue with that. and it's not. gpu works fine. but I can't get the driver to install on my computer at all. doesn't seem to matter what I do. I just keep getting system failures... so you're saying maybe I should return the power supply? what is the possibility that it cold be the pcie x16 slot on the motherboard? i'm just trying to narrow this down, since whatever the next step I take is, it will cost me time or money one way or another...
