Question GPU Issue or Monitor Issue

I recently bought a new rig and came across and issue this evening that I actually thought was just an effect on my monitor, but I'm not entirely sure...

Is this an issue with my monitor, or my GPU?

I have a brand new rig with a RTX 3080 TI, so I am hoping it isn't the card.
