Question GPU issues on new PC build - XTX 7900 ?

Quick list:
Ryzen 7 7800x3d
ASUS ROG Strix B650E-F
Be Quiet 1200w
Sapphire Nitro+ Radeon RX 7900 XTX

Upon switching the power supply, and turning it pc on, on both occasions, the GPU doesn't light up nor does the fans spin when fully turned on.

Though, it is plugged into my monitor, and when I do turn the PC on, the monitor "awakes" from sleep mode but states "no input found".

So the GPU has to have some sort of power but its not showing it any signs of it other than the display turning on.

Unplugged the 3 pcie 8 pin cables and monitor still awakes but same issue. Though the light bar doesn't turn on while I've seen videos of the same card with the light bar on without the pcie cables plugged in?

Welcome to the forums, newcomer!

Your processor has an iGPU, you should be able to work off the iGPU without the discrete GPU populating the slot, once you get POST, go into BIOS, check the BIOS version and cross reference it with the BIOS listed on Asus's support stie for the motherboard. If you have a BIOS update pending, flash to the latest version, then clear the CMOS and then see if that helps alleviate the issue.
