GPU Low usage! Need help!

Hello! I think that im finaly founded what cause my incredible fps drops in games. I thinks its my gpu. When i play any game my gpu load goes only up to 30-40 % instead of 90+. I think cause of that i get fps drops in open areas and when something big happens on screen. How do i fix this guys ?

xfx 650w
fx 6300 with hyper evo 212
r9 270x
8gb ram

Its running OK - 1080MHz on th gpu and 5600 on the memory

A graphics card doesn't always run flat out.

Google reviews on that graphics card and see what fps they get for the same games and what game and card settings they use

Post you build.

Download and run HWInfo and tell us what are the min and max values for the 12v, 5v and 3.3v rails.
