GPU low usage

r9 270 paired with fx 8320

So I'm playing csgo and I get from 200 to 80 constant drops which makes the game look very laggy. I try to find a problem since before it was 180-250+ and apparently my gpu usage is only 20 to 28% while my cpu is at 50% is it possible to fix this by increasing the usage somehow ?

Well i have never played cs go so im not sure how it performs on amd cpus I would think it would do better than that. What you are describing is a cpu bottleneck which is probably occurring because cs go is likely not multithreaded at all or very badly multithreded meaning it can only make good use of 1 or 2 cores and since amd cpus generally have somewhat weak single core performance your fps will likly suffer anytime you get in an intense cpu heavy situation in game. Any suspicious activity between then and now? Check for malware stealing your cycles or mining possibly (not so likely).
Also make sure your BIOS, chipset, and GPU drivers are all up to date!
