GPU memory clock really low

My Gigabyte R9 280x is supposed to have a mem clock of 1500 mhz. For some reason, whenever I restart my pc, it goes down to 700 mhz, but never goes back up to 1500, unless I manually reset it using MSI afterburner

that's if in msi afterburner says 1500Mhz on memory clock, which he stated he has to adjust. If it were that, it would already say 1500Mhz on memory clock.

Did that, but it still goes back to 700 mhz when I restart the pc.

Yeah. Playing BF4, it stays at 700mhz.

Yes. After every reboot, it still goes to 700mhz.

I would try using a different OC software, try uninstalling the MSI afterburner and get the Asus DCUII, see if that makes a difference.

I use OC GURU_II, never appears to save my overclock, Asus one does, maybe it's the same case as the afterburner.

tweak? I tried it and din't like it nearly as much as Afterburner

I think you're misunderstanding memory clock with effective memory clock. For older DDR types effective memory clock is usually 2x the memory clock which makes sense for your 700 and 1500 MHz values. DDR5 effective memory clock is 4x the memory clock.
