My Gigabyte R9 280x is supposed to have a mem clock of 1500 mhz. For some reason, whenever I restart my pc, it goes down to 700 mhz, but never goes back up to 1500, unless I manually reset it using MSI afterburner
The clocks go to rest state when no appreciable load is applied.
that's if in msi afterburner says 1500Mhz on memory clock, which he stated he has to adjust. If it were that, it would already say 1500Mhz on memory clock.
I think you're misunderstanding memory clock with effective memory clock. For older DDR types effective memory clock is usually 2x the memory clock which makes sense for your 700 and 1500 MHz values. DDR5 effective memory clock is 4x the memory clock.
