GPU mini ITX performance vs sized one

Hello.

I am thinking to buy a new GPU, and I just saw a Gigabyte GTX 970 Mini ITX. Indeed, has lower price but I am more concerned for performance .
My question is, the Mini ITX versions are 'weaker' than the sized cards ? Obviously they eat less power but how about frames? Thus I don't want to upgrade for a while, so it's at least worth buying ?

Which case do you have?

Cooling is better in the normal card. So it will OC better. Get a normal card if you can.

the mini cards are the same GPU, as above may be issues with OCing, or turbo due to cooling.
