Question GPU/Monitor artifacts?

I'm getting those artifacts randomly while playing games. the odd thing is i can only capture the artifact though my phone, when using recording softwares such as OBS or AMD Adrenaline the artifact does not show. the artifact seems to appear around the same location on screen

it doesn't seem to effect performance as I have tried Heaven, Valley, Superposition, FurMark & 3DMark and none of them causes any crushes or produces artifacts. I run my game around 60fps

a bit lost here and not sure if this is GPU related or something else

Please help, this is kinda making me worried

GPU: 6800xt Asus TUF (underclocked but stable running stress & benchmark. driver updated)
CPU: 5600x
RAM: G.skill 32gb DDR4
MB: MSI B550M PRO-VDH
PSU: Power Flower Leadex 750w 80+ Gold
SSD: Sabrent 1TB Rocket NVMe PCIe M.2 2280
Monitor: Dell S3422DWG (1440p @ 60hz using DP input with updated firmware)
