GPU not getting power through pcie slot? (VDDCI / PLL voltage?)

Hi all,

I'm currently trying to revive my dear MSI r9 270x, and it refuses to show anything on the display, except acknowledging that the cable is plugged in. Fans spin, the chip itself gets hot, but there is no display whatsoever. Could anyone help me with this?

I'm thinking either the card's bios is bricked, or something is wrong with power delivery. It has Voltage check points, and i can confirm that the card is working:

V-MEM: OK
V-GPU: OK
VDDCI: No reading.
